尊敬的羅伯特·霍利格（Robert Holliger）、貝恩德·杜爾雷（Bernd Doerre ）先生以及EPAL的各位朋友：

你們好，很高興能夠與大家在線上相見。首先，我很榮幸能夠出任BRAPS的主席一職，代表中國(guó)物流與采購(gòu)聯(lián)合會(huì)（CFLP）與歐洲托盤協(xié)會(huì)（EPAL）進(jìn)行深入交流合作，此次會(huì)議是一帶一路托盤共享行動(dòng)（BRAPS）的正式啟動(dòng)會(huì)議，標(biāo)志著我們與歐洲托盤協(xié)會(huì)合作進(jìn)入新的階段，也意味著中國(guó)和歐洲托盤共享事業(yè)踏入新的征程，這將是托盤全球化合作的開端。

探討中歐托盤合作，離不開中歐經(jīng)濟(jì)與物流發(fā)展的大背景。自從中國(guó)“一帶一路”倡議提出以來(lái)，中國(guó)與沿線國(guó)家貿(mào)易來(lái)往更加頻繁，加強(qiáng)了中歐間經(jīng)濟(jì)和貿(mào)易發(fā)展的對(duì)接和融合，促進(jìn)了經(jīng)濟(jì)合作和互動(dòng)交流，“一帶一路”已經(jīng)成為源于中國(guó)、世界共享的重要發(fā)展機(jī)遇，具有強(qiáng)勁生命力和廣闊發(fā)展前景。物流業(yè)是基礎(chǔ)性、戰(zhàn)略性、服務(wù)型產(chǎn)業(yè)，在國(guó)際貿(mào)易中發(fā)揮著重要的作用，特別是中歐班列在“一帶一路”下得到了快速發(fā)展，目前中歐班列累計(jì)開行超過(guò)4萬(wàn)列，合計(jì)貨值超過(guò)2000億美元，打通73條運(yùn)行線路，通達(dá)歐洲23個(gè)國(guó)家的160多個(gè)城市，在全球疫情蔓延的情況下，橫跨亞歐大陸的中歐班列憑借其獨(dú)特優(yōu)勢(shì)，成為了一條恢復(fù)經(jīng)濟(jì)發(fā)展的新通道。托盤作為物流基礎(chǔ)單元，是中歐班列等多種運(yùn)輸方式中的重要器具，在“一帶一路”商貿(mào)流通、物流運(yùn)輸、加強(qiáng)中歐經(jīng)貿(mào)合作中發(fā)揮著極其重要的作用。

近年來(lái)，中國(guó)托盤行業(yè)的發(fā)展已經(jīng)打下了較好的基礎(chǔ)，托盤產(chǎn)能持續(xù)擴(kuò)張，標(biāo)準(zhǔn)化工作不斷推進(jìn)，應(yīng)用場(chǎng)景也越來(lái)越多。隨著中國(guó)產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)和不斷發(fā)展，現(xiàn)階段中國(guó)托盤行業(yè)進(jìn)入了轉(zhuǎn)型升級(jí)時(shí)期，也是對(duì)外合作新的窗口期。

一是巨大的市場(chǎng)空間對(duì)托盤行業(yè)提出了更高的需求。中國(guó)作為全球最大的發(fā)展中國(guó)家，經(jīng)濟(jì)一直保持著高速穩(wěn)定發(fā)展，中國(guó)社會(huì)物流總額已超300萬(wàn)億，這個(gè)物流規(guī)模仍在持續(xù)擴(kuò)大，這對(duì)于托盤這一基礎(chǔ)性設(shè)備而言，帶來(lái)了廣闊發(fā)展空間的同時(shí)，也提出了新的要求和挑戰(zhàn)。

二是托盤產(chǎn)業(yè)在中國(guó)及國(guó)際物流發(fā)展中的地位和作用將顯著提升。當(dāng)前，中國(guó)物流行業(yè)更加注重高質(zhì)量發(fā)展，向自動(dòng)化、智能化發(fā)展方向轉(zhuǎn)變，托盤將成為未來(lái)供應(yīng)鏈創(chuàng)新過(guò)程中最基礎(chǔ)且不可或缺的元素，同時(shí)也是移動(dòng)智能化的重要載體，托盤的循環(huán)使用與互認(rèn)共享，對(duì)于銜接中歐之間貿(mào)易，提高中歐之間物流效率具有重要的作用。

三是托盤標(biāo)準(zhǔn)的完善與應(yīng)用將推動(dòng)托盤國(guó)際化共享的進(jìn)程。中國(guó)一直以來(lái)十分重視托盤標(biāo)準(zhǔn)化體系的建設(shè)，近兩年，托盤基礎(chǔ)標(biāo)準(zhǔn)的梳理與研究工作進(jìn)一步加強(qiáng)，特別是中歐托盤標(biāo)準(zhǔn)對(duì)接的研究，這對(duì)于國(guó)內(nèi)標(biāo)準(zhǔn)托盤的循環(huán)使用，以及國(guó)際托盤標(biāo)準(zhǔn)的對(duì)接具有重要意義，也是托盤國(guó)際共享的基礎(chǔ)。

四是數(shù)字化發(fā)展方向加速托盤產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。中國(guó)托盤產(chǎn)業(yè)已經(jīng)向規(guī)模化、集約化方向轉(zhuǎn)變，基礎(chǔ)能力在不斷加強(qiáng)，同時(shí)智能化技術(shù)的應(yīng)用，提高了托盤在生產(chǎn)、使用中的便利性，托盤循環(huán)共用和智能化托盤得到快速發(fā)展，歐洲托盤在這一方面具有成熟的經(jīng)驗(yàn)，在托盤對(duì)接的過(guò)程中，可以互利互惠，進(jìn)一步推進(jìn)托盤產(chǎn)業(yè)的數(shù)字化進(jìn)程。

在此時(shí)機(jī)下，“一帶一路”倡議下的中歐托盤共享行動(dòng)，是推動(dòng)中歐貿(mào)易與物流發(fā)展的重要舉措，BRAPS是順應(yīng)時(shí)代發(fā)展而形成的，不僅是全球化托盤共享的先行者，也是助力物流國(guó)際化與供應(yīng)鏈一體化發(fā)展的重要手段和途徑。希望通過(guò)中歐間托盤的對(duì)接，可以加強(qiáng)“一帶一路”合作倡議與歐洲發(fā)展戰(zhàn)略對(duì)接，推動(dòng)中歐互聯(lián)互通平臺(tái)建設(shè)。

中國(guó)物流與采購(gòu)聯(lián)合會(huì)作為中國(guó)物流行業(yè)的協(xié)會(huì)組織，一直以來(lái)致力于托盤產(chǎn)業(yè)發(fā)展與應(yīng)用，此次BRAPS的開啟，意味著托盤國(guó)際化工作走向新的階段，也是中物聯(lián)在國(guó)際物流與供應(yīng)鏈合作的重要舉措。歐洲托盤協(xié)會(huì)（EPAL）作為歐洲托盤行業(yè)的引領(lǐng)者，在托盤生產(chǎn)、管理、運(yùn)營(yíng)等多方面具有深厚的經(jīng)驗(yàn)，一直以來(lái)，與我們中國(guó)物流與采購(gòu)聯(lián)合會(huì)保持著緊密的合作溝通與聯(lián)系，是我們重要的合作伙伴。期待在未來(lái)的合作中，能夠相互尊重，攜起手來(lái)共同推進(jìn)中歐托盤的發(fā)展，探索出一條適應(yīng)新時(shí)代發(fā)展的國(guó)際托盤共享之路，共同推進(jìn)物流與供應(yīng)鏈全球化發(fā)展進(jìn)程。

Appointment speech of Mr. Cai Jin on the Belt and Road action of pallet sharing (BRAPS)  forum 

Distinguished Mr. Robert Holliger, Mr. Bernd Doerre and fiends from EPAL,

Nice to meet you online. I feel very honored to be the President of BRAPS, and to work with EPAL on behalf of CFLP. This forum marks the official commencement of BRAPS, and a new phase of cooperation between CFLP and EPAL. Meanwhile, this means that the China-Europe pallet sharing embarked a brand new journey, and a starting point of global cooperation in pallet sector.

We need to discuss the China-Europe pallet cooperation in the context of China-Europe economic and logistic development. Since The Belt and Road Initiative (BRI) was proposed, The trade between China and the countries along the route was intensified. China-Europe economic and trade development was also accelerated, strengthening the economic cooperation, communication and interaction. The BRI has become an important development opportunity from China but for the world, thanks to its vigor, resilience and potential for development. Logistics plays an important role in international trade as a basic and strategic service industry. In particular, China-Europe Railway Express developed rapidly under the BRI. At present, a total of 40,000 trips have been made by the freight trains between China and Europe, generating a combined value of more than 200 billion U.S. dollars and connecting up 73 routes in operation across more than 160 cities in 23 European countries. When the pandemic wreaks havoc worldwide, the China Railway Express, with its unique advantages, serves as a new pathway in the economic recovery. As a basic unit in logistics, pallet is an important instrument for multiple transportation modes, including the China-Europe Railway Express, with its extremely important role in the trade, transportation and China-Europe economic cooperation along the Belt and Road.

In recent years, the development of Chinese pallet industry laid a good foundation for the continuous expansion of the industry’s capacity, standardization and application scenarios. However, as China experienced the continuous industrial transformation, upgrade and development, the pallet industry also came to transformation and upgrading period, which is a new moment for foreign cooperation.

Ⅰ. The huge market has higher demand for the pallet industry. As the world's largest developing country, China maintained steady and fast development for years. Its total logistics has exceeded 300 trillion RMB, while the size continues to grow. For pallet, the basic instrument in the industry, not only does it create a broad space for development, but also pose new requirements and challenges on the way forward.

Ⅱ. The pallet industry will play an even more significant role in the development of Chinese and international logistics. At present, China’s logistics industry has shifted to high-quality development, featuring mechanization, automation and intelligent growth. Pallet will be the most basic and indispensable element in the future supply chain innovation, and an important carrier in intelligent mobility. Its recycle, mutual recognition and sharing will play an important role in China-Europe trade, and in increasing the efficiency of logistics in China-Europe.

Ⅲ. The improvement and application of pallet standards will accelerate the international pallets sharing. China always attaches importance to the development of pallet standardization system. In the past two years, it further enhanced the review and research of basic pallet standards, especially the research in the alignment of Chinese and European pallet standards. Such research is important for the recycling of standard pallets in China, and the alignment with international pallet standards. Also, it serves as the foundation for the international pallets sharing.

Ⅳ. Digitalized development accelerates the upgrade of pallet industry. The industry has shifted to socialized and intensive development, and continuously strengthened its basic capacity. It applied intelligent technologies, and improved the convenient production and utilization of pallet, enabling the rapid development of pallet recycling, sharing as well as intelligent pallet. Europe has mature experience in this field. In the pallet-related cooperation, China and Europe could benefit and complement each other, in order to further boost the digitalization of the pallet industry.

At the moment, BRAPS marks an important step in promoting the development of China-Europe trade and logistics, and also corresponds to the new development trend in the new era. BRAPS is not only a pioneer in global pallet sharing, but also an important means in boosting the internationalization of logistics and the integration of supply chain. Through BRAPS, I hope we can help to enhance the connection between BRI and European development strategies, and the China-Europe connectivity.

As an industrial association in the logistics sector, CFLP dedicates to facilitating the development and application of pallet in China. The initiative of BRAPS will push the pallet internationalization to a new period, and will serve as an important measure by CFLP in the international cooperation in logistics and supply chain. As a leader in the European pallet industry, EPAL has rich experiments in pallet production, management and operation. It maintained close communication and connection with CFLP for years, and is an important partner of us. We hope that both parties would respect each other, and join hands to promote the development of China-Europe pallet in the future cooperation. We will develop a new way of international pallet sharing applicable to the new era in order to facilitate the globalization of logistics and supply chain.
